I have just installed osticket and am getting similar behaviour, except the page is not blank per say. Does yours have the html code in the blanks like mine? I have "<?=$info?>" without double quotes in the blank for Title.
You need to turn PHP short tags on. You may have to contact your hosting/server company if you don't have access to php.ini and have them enable short tags.
You can add a .htaccess file with the following line:
php_flag short_open_tag on
to you root dir and see if that works. Otherwise you will need to contact them.
PHP short tags will be removed in future osTicket releases.
