Workaround

Had a proper read through the forums and think this isn't an easy thing to do (if it's possible at all)
However, I had a light bulb moment, if you create a distribution list on AD for each combination of staff/department then create a user on osticket who's email address is the distribution email then all users will be alerted properly.
For example... we have 3 teams within IT, 2 members of staff are in both Engineering and IT, 1 is in IT and Change Management, 1 is only Change Management and 2 are only in Engineering
IT Team Distro list has 3 staff members in it.
Change Management Team has 2 staff members.
Engineering has 4 members.
If you set up user groups on osticket to give the staff access to the correct departments then all staff will be alerted and have access to new tickets created that they should have access to.
