Would the same apply to osTicket 1.7 latest stable?
You have to manually edit/add them into the database by editing the
ticket_priority table. You can do this through phpMyAdmin.

Edit: Didn't have access to phpmyadmin at the time I posted this, which is why I asked. I can confirm the directions are the same for 1.7.0 and work without error for me. Thanks anyways.
