In my case the php_smtp.dll file is found in a directory called "ext" inside the PHP dir (C:\xampp\php\ext).
But now that I think of it these lines from the ini file are also important:
; Directory in which the loadable extensions (modules) reside.
extension_dir = "C:\xampp\php\ext\"
Anyway, for this you don't need alot of skills in programming etc. You can just copy and paste the lines.
But although you do not have the dll file yet, did you try it with the two lines alone to see it emails where sent?
Perhaps it is an idea to first try this simple script (has nothing to do with osTicket):

Just create a new file called "mail.php" and put this code in it. Then open it in your browser to see if you get any errors or that the mail has been sent.
