Does anyone have any suggestions as how to set up three support technicians?
Make them staff? Make them managers? Will all 3 get an email when a new support ticket is created? or do I need to have a manager who assigns tickets to one of them.. just unsure as how to set this up.

I would create an alias on your mail server with all the emails of the techs that you want to receive the notifications. Ex. notification@company.com
Set up osTicket to send its notifications to notification@company.com and let your mail server handle the distribution rather than osTicket. You can give your tech enough privileges to assign themselves to a ticket and they can "claim" it instead of having someone assign each one.
The alias can be treated as kind of like a distribution list with its own email address.
