New ticket problem: Issue Details is a required field -- even if you enter information

I've tried with a fresh install, clients still unable to submit a ticket.   Issue Details is a required field
Tried myself from another browser and I get the error as well, doesn't matter if it is one character or 200.

I've even installed fresh copies on my home server to see if it was an issue with my host.   Same problem.

On the host:
osTicket Version v1.8.0.4
Server Software Apache/2.4.3 (Win32) OpenSSL/1.0.1c PHP/5.3.20
PHP Version 5.3.20
MySQL Version 5.5.29

  • Have you recently changed anything?  (Such as adding fields to Admin panel -> Manage -> Forms -> Contact Details). Upgraded?  etc.

    Is there some reason why your using 1.8.0.4 instead of upgrading to the 1.8.1 branch?
  • I had to copy over my old web.config . Instructions do not addess this. After that I logged in and script upgraded with no errors. Still testing.
