Public new ticket response page says #XXXXXX

I installed osticket 1.8.1.2 last night from 1.8.0.2 and this issue still exists.
When entering a new ticket from the public Support Center Home 'Open a New Ticket' function, the response page after creation puts #XXXXXX instead of the actual ticket number like this:

A support ticket request #XXXXXX has been created and a representative will be getting back to you shortly if necessary.

The "Thank you" page has #%{ticket.number} in it, but it doesn't work.
How can this be corrected to show the ticket number?
