How to create a ticket to all selected Organizations ?

If there is an event, or for example, a gap in the software, and each organization should convey a message and create a report on the installation of the patch, how to do it massively?

    Organizations are groups of clients.

    Simply: Can I create a ticket for Organizations - I mean one ticket to all clients grouped in this organizations ?
