1.9.1 NewTicket (staff panel) doesn't update NewTickets(#)

To reproduce:
1. Click New Ticket button from staff panel (points to tickets.php)
2. complete details, click open button to create the ticket.
3. osT says ticket created.
4. Assigned to email has link to ticket.  Can follow link to ticket.
5. New Tickets (#) is not updated.  Click on New Tickets and the new ticket ID is not listed.

Workaround.  Create New Ticket from User screen (button points to open.php)


  • Logged "lost" ticket as Admin user.  Ticket is auto assigned via the Manage | Help Topic to jball.

    1 Found the "lost" ticket under Users | User Directory | User Name  lists tickets the user opend.
    2. try to open by double clicking.  Error " access denied. contact admin if you believe this is an error"
    3. logout as admin.  login as jball.  Can see the assigned ticket.  Can answer the ticket and close.

    Staff panel logged in as jball (the ticket is assigned to jball). 
    Go to Open tickets
    And you hover the mouse over a new ticket that was created (as jball) from the staff panel.

    You see the message.

    "Ticket is locked by jball"

    After initial answer to the ticket, it is moved to Answered and no longer shows locked,

    Login as Admin ticket doesn't show in Answered tickets.
