e-mails are fetched only when staff are logged in

It's a weird one but it seems that when there is no activity on os ticket for long periods of time (hour or so) or in the evening or if no one is logged in osticket does not auto fetch e-mails I don't know if this is an issue only I have or someone has posted this before (I searched and only thing close was issue regarding reboot)

Is this by design or has anyone had this issue before?

OFF TOPIC: I try to add tags to post and when I post a , the tag dissapears am I doing tags wrong?
