I am following the steps in this link http://www.tmib.net/upgrading-osticket-1812-current-19rc to guide me through an upgrade, however, when I get to step 6 I do not see the upgrader. All previous steps succeeded without any errors. Instead, I see the normal 1.8.1.2 staff panel when I log in. I've tried restarting the site and also restarting IIS. Our installation is self hosted using MySQL. What can I do to troubleshoot?

It occurred to me after analyzing the previous install and referencing the readme.txt that the "install" directory was the default webite directory under inetpub/wwwroot. After some research I realized that the UPLOAD directory contents from the zip file needed to be moved into that wwwroot directory.
