in order to create/set the popup, you must already be aware of the problem, in that case can't you just send all affected users an email anyway, (assuming the mailserver isn't the problem), informing them of the problem, ad that you are working on it, and will update them via email when the problem is resolved?just can't help thinking that a popup or landing page message won't stop a multitude of tickets being created by email submission, unless of course, you've disabled that.
