My problem is (v 1.9.7) that all agents can see ALL tickets in user directory.Is this a bug, a feature or wrong setting?Is there a way to avoid this?screenshots

Maybe it will change in some future versions but currently all agents can see all users by design.
Yes, this is a feature - a "missing-feature" ;-)It is a very big privacy issue - without this it is not possible to work with osticket - or I have to program a workaround.
Yes, it's a "missing-feature" but will be included in the future with the role based access feature. And no, there is no ETA / release date or roadmap when this feature will be included, but I it's definitely coming!
