The New Ticket Alert setting is responsible for that.
To verify, I'd suggest to disable it, then create a new ticket and afterwards re-enable it again.
Beside, 1.9.12 is our, you may want to upgrade ;)
I'd recommend that you upgrade and see if it fixes your problems... as v1.9.8.1 is old.
