1.10 Stable - User lookup field in create a new ticket pop up window doesn't work - no suggestions

After upgrade to 1.10 overnight, now agents reported to me that while creating a new ticket there is a popup window to lookup or create a new user and the search field doesn't display suggestions of existing users matching search criteria.
The same happens while trying to change owner. In popup window search field doesn't display any existing user, so not able to choose an existing user.
In User Directory though search filed works fine and displays suggestions with users meeting search criteria.
So for the time being it is still possible to find user first and then use "create new ticket" button in specific users tickets list, but it taks a bit longer than in regular way.
Any ideas?
