OK nevermind, I didnt realize that once you selected a Help Topic (or in my setup, Department) that it would pop up.
You could go to Admin panel -> Settings -> Tickets and set a Default Help Topic. :)
OK, I can confirm I'm experiencing this problem too...My settings below and also the blank form I get when creating a ticket..Thanks in advance
