tickets notification

When a customer was created a ticket, agents should receive an e-mail of notification not? There I receives nothing nevertheless smtp is parametrized well

    Only if you have the alerts turned on, and then generally
    Only if you are a member of the department that ticket is assigned to
    Only if the ticket is assigned to you.
    Are a manager of the department that the ticket is assigned to.
