Cancel Buttons not responding

I am in the process of deploying OSTicket and found that our Cancel buttons when creating new tickets don't respond, both in the agent panel and in the user open ticket window.  It will work up till you choose a help topic.

    Web Server SoftwareMicrosoft-IIS/6.0
    MySQL Version5.5.17
    PHP Version5.4.45
    This is the section of the sites cancel button we're having problems with (see attachment):

    The page doesn't try to reload or produce an error message after clicking.  We can choose Create Ticket and it works, reset will clear out the Issue Summary and Help Topic section but Cancel will do nothing at all???
  • So you log in as an Agent.
    You search for the user.
    You click Continue.
    You scroll down to the bottom of the page and click Cancel.
    And nothing happens.
  • Did you try to upgrade PHP to 5.6? :)
