You haven't really given us enough information to actually help you. It sounds like you didn't properly install, or your webserver is not configured correctly. Please help us help you by actually giving us pertinent information about your system setup.
404 means not found. That tells me that your URL is probably wrong. It could be as simple as you put osTicket into a different directory than you mapped the webserver to.
For example:
system path: \var\www\
webpath: http://127.0.0.1(http://127.0.0.1)
So you would want to direct your browser to: http://127.0.0.1/osticket/scp(http://127.0.0.1/osticket/scp) or http://127.0.0.1/upload/scp(http://127.0.0.1/upload/scp)
Since we have no idea what directory/folder you choose to install in or what your webservers DocumentRoot is we have no way to accurately tell you what the URL you need to use is. Since your using a local machine we cannot even click on the link that you provided to try to figure it out.
