My understanding is that you only need an api key if you are using the api (or remotely running cron).
Admin panel -> Manage -> Api Keys
note: If you have shell/ssh access to your server you should be able to run cron locally. If its a windows machine you can use Windows Task Scheduler. Neither of those require an api key.
