Is there anyway to have the Staff Panel start page list all the tickets including, open and closed by all staff?
No and trust me when I say you don't want to once you have move then a couple hundred tickets.
You can however probably add more tickets to the open view.

TY. You prob right. We were using ManageEngine for years and they had it to where you saw the most recent open and closed for your staff members. Kinda gave us a overall picture of our work. But we will not pay $1500/yr for something like that.
