Ticket filters not auto-assigning to correct team

I can't seem to figure this one out. We have ticket filters that are set to auto assign to a particular team depending on location (list). Among 20 locations about 1/2 go to the right team and the other half keep defaulting to this other team that they shouldn't be going to. I've confirmed that they are all setup the same way and logically they all look correct so I must be missing something.
