Clients responding to closed tickets

I've been poking around the settings and can't seem to find a way to stop a client from responding to a closed ticket. This wouldn't necessarily be a problem but we're also not getting an email notifier when they do and so things are getting missed.

Can anyone point me to where I can either flip a switch to prevent clients from responding to closed tickets or get an email when they do?
