Windows install issues

So we have server2003, just installed MySQL (didn't have it before) and has php5. I deleted the previous version (which wasn't a finished install) and put the uploads folder in my \support\ folder. The folder has the permissions needed to modify files.

I am getting "osTicket is already installed? Configuration file already changed which could mean osTicket is already installed or the config file is unclean.
If you believe this is in error, please try replacing the config file with a unchanged template copy and try again."

I then replace the config file with the new one and it does the same thing.
and no there is not a DB created yet for this install or any other install.

any help would be great

no idea? maybe I didn't explain clearly...
Had an install that we couldn't get working. I deleted the filed from rc1 and now replaced them with rc2. When I try to run the setup, it gives me that error saying that it's already installed. is there somewhere else where it might have installed something? How do I tell it that it's wrong? I've tried overwriting the config.php file.

never mind, it would have helped if I was putting it in my www folder.
