Support Ticket System Offline - No scp access

I am getting the following symptoms:

host/osticket_dir/scp/ :

Loads up a blank page.

I have enabled the error messages in main.inc.php as suggested on another thread and then when going to ./scp/ I get the error:

Fatal error: Cannot redeclare class Config in C:\xampp\htdocs\osticket\support\include\class.con fig.php on line 18

Am having the same problem. and when i try to include the mysql.php file using require(), it gives me this error Fatal error: Cannot redeclare db_connect() (previously declared in C:\wamp\www\osticket_1.6.0\osticket_1.6.0\upload\i nclude\mysql.php:21) in C:\wamp\www\osticket_1.6.0\osticket_1.6.0\upload\i nclude\mysql.php on line 35 some one help please!
