Bug in making a Department Public From Private
The signature field is required when we create/edit a public department but when we make a department Public and which don't have any signature from the Department View page (for Admin User - root/scp/admin.php?t=depts) it just made that department Public whcih is should not as the signature field is empty in that department.

The concept of public and private departments will be removed in the near future. It was important before osTicket started using help topics. The issue is something that can be tolerated for now. That said, I will leave the bug status as open until a decision is made.
