Default Staff member should only see assigned tickets

Hi!

I tried to configure osTicket to get this (subject) working, but I fail.

We have a staff member which only should see his own (assigned) tickets, but he should also be member of many departments. At the time, he can see all tickets assigned to any of the departments he is a member of - but he shouldn't.

Can anyone give me a hint to get this working?
