Default How to modify departments after the initial entry?
I entered a few tickets for some enhancements. At that time, I didn't have a department called Enhancements, which I do now.

How do I change the ticket so the department field shows enhancements?

Simply transfer the ticket to the Enhancements department from the view of the current ticket page.
