Default Ticket time difference of 30 mins

I have set the Timezone to GMT 5.5 (Bombay, Calcutta Madras, new Delhi) in the preference setting using admin panel.

I have also set the php5.5 .ini file timezone to
date.timezone = "Asia/Calcutta".

The server timing is synch'd to Indian standard time (IST) i.e. GMT +5.30

However, when the user raises a ticket or when staff responds to tickets, there is a time difference of 30 mins less. Not sure why this is happening as I could not locate any other time settings.

All emails are fetched from google apps (business email) which is auto set to real time by default.

Would appreciate if anyone can throw a light on this.
