Default Staff created tickets

I'm running osTicket (v1.7-RC1). When I create a new ticket in the staff area the alert is not sent. If I update the ticket an alert is sent.

Here is my Autoresponder Setting
New Ticket: Enable
New Ticket by staff: Enable
New Message: Enable
Overlimit notice: Disable

Notice sent to user, if enabled, on new ticket created by staff on their behalf (e.g phone calls). Enalbe

Sorry, not to rain on your parade but 1.7rc1 is a piece of Beta software and should not be used in production environments. Please utilize github to reports and bugs or problems that you encounter with any pre 1.7ST released.

Please use 1.6ST until 1.7ST's official release.
