How to remove "Telephone #" field?

I'd like to remove the telephone number field from both the open.php and in the admin panel when viewing the ticket. I can remove it on the open.php but I am not sure how to remove it on the admin panel. I want to replace the field with something else like the name field, but don't want it to be required.
